City and County of San Francisco Expands EV Charging Network With PowerFlex
The City and County of San Francisco is a vibrant, densely populated community on California’s coast, home to more than 800,000 residents and renowned for its environmental leadership and progressive public policy. With its iconic neighborhoods, diverse culture, and innovative spirit, San Francisco continues to lead the way in sustainability and urban development.
The Challenge
Enabling Citywide EV Charging for a Zero-Emission Future
San Francisco set out to support its ambitious goal of 100% greenhouse gas-free transportation by 2040, requiring a significant expansion of electric vehicle charging infrastructure. With a large number of municipal employees and fleet vehicles, as well as a densely populated urban landscape, the city needed a solution that could deliver widespread, reliable charging access while minimizing costs and avoiding major electrical upgrades.

INCENTIVES
California Electric Vehicle Infrastructure Project • Bay Area Air Quality Management District
To help San Francisco achieve its zero-emission transportation goals, PowerFlex deployed more than 140 smart Level 2 electric vehicle chargers at various locations throughout the city for employee and fleet use. The stations offer special pricing for city employees, making EV adoption more accessible and affordable. All chargers are managed by the PowerFlex X™ cleantech platform, which uses patented Adaptive Load Management® (ALM) technology to optimize charging, minimize facility energy spikes, and avoid costly electrical upgrades. This approach enables the city to install a large number of chargers efficiently, saving up to 60% on implementation costs while providing real-time system insights and comprehensive reporting through a digital portal.
Expanding Access and Supporting Citywide Initiatives
In addition to citywide installations, PowerFlex was selected as the EV charging provider for San Francisco’s new office building at 1 South Van Ness, where 15 Level 2 chargers were installed to further support municipal operations. The project leveraged incentive programs from the California Electric Vehicle Infrastructure Project and the Bay Area Air Quality Management District, helping to reduce upfront costs and accelerate deployment. By integrating advanced charging solutions with local policy initiatives, San Francisco continues to foster a culture of sustainability and innovation, ensuring that both public employees and city fleets have the resources needed to transition to clean transportation.
